In its final report, a WTO disputes panel yesterday said the Australian measures were not supported by sci- ence and unfairly restricted trade. But Trade Minister Stephen Smith and Agriculture Minister Tony Burke said there were ''adequate grounds'' for an appeal, pledging to keep quaran- tine measures in place in the mean- time. They said the outcome might be known by the end of the year. Apple industry quarantine spokes- man John Corboy said growers were disappointed with the WTO finding but commended the Government for its quick decision to appeal.
