JENNIFER CRAWLEY A LEVY for herb and spice growers is back on the agenda after a forced reprieve due to the federal election. Consultation about the levy was delayed while the Federal Government was in caretaker mode. Tasmanian growers are unhappy about the pro- posed levy, which they say is a costly and unnecessary impost. But Australasian Herb and Spice Industry Associ- ation president Robert Hayes said the levy of 0.5 per cent was the only way to develop a funding base for research and develop- ment. ''A levy on all producers is the only equitable way of sharing the costs and the benefits of such work,'' Mr Hayes said. Huon Valley saffron grower Nicky Noonan said her company, Tas-Saff, would ''fight tooth and nail'' against paying the levy. Mrs Noonan said her company had spent large amounts of money in research partnerships with the Rural Industries Research and Develop- ment Corporation and the University of Tasmania. ''This levy is ridiculous, especially after the econ- omic downturn we've been through,'' she said. ''It's a struggle enough without an additional levy.'' Deloraine ginseng grower Ziggy Pyka said he was not interested in pay- ing the industry levy. Mr Pyka has been re- searching and developing his crop for 15 years and has a million plants that are incorporated into foods sold throughout Australia. ''This is a joke I think.'' Mr Pyka said. The target commence- ment date for the levy is July 1 next year. It will be payable on all culinary herbs and spices that are fresh, bunched with or without roots, sleeved, potted, processed or dried, produced and sold primarily for human con- sumption --- except for parsley, shallots, chilli, and ginger. AHSIA intends to be- come a member of Plant Health Australia, by sign- ing the Emergency Plant Pest Response Deed, and by implementing an Emergency Plant Pest Re- sponse Levy for the herb and spice industry, col- lected under the Plant Health Australia (Plant In- dustries) Funding Act 2002. Levy discussions will be held at DPIPWE Mt Pleasant Laboratories, 165 Westbury Rd, Prospect, on November 2 at 9am, and New Town Laboratories, 13 St Johns Ave, Hobart, at 2pm on November 3. ''It'll be the best free show around,'' Ms Davis said. ''Anyone can turn up, it is free and there'll be plenty of distractions around the homestead when we need to lighten up a bit.'' She said the rural heri- tage homestead of Claren- don was the perfect venue for the town-meets-country weekend, which will ex- plore the future of Tasman- ian agriculture. ''Clarendon's outbuild- ings, even its cellars, will be used for presentations, demonstrations and debates,'' Ms Davis said. ''The leading figures in Tasmania's rural sector will be talking about the prospects for food pro- duction, viticulture, mar- keting, branding, bio- security, rural health and the impact of regulation and climate change.'' Clarendon was built in 1838 by James Cox. It was an important part of Aust- ralia's food bowl, exporting grain to NSW, India, Mauritius and South Africa. ''Connecting Rural Com- munities wants to adopt Cox's visionary perspec- tive of the potential of the land in Tasmania to make its contribution to feed the world,'' Ms Davis said.
