Professor Frank Zumbo, of NSW University, also told the Senate inquiry into supermarket milk prices that a mandatory industry code of conduct should deal with relationships between dairy farmers and milk processors. He said financial penalties should be applied where the code was broken. Prof Zumbo argued that Australian consumer law dealing with unfair contracts should be extended to cover farmers and small business, and the Productivity Commission should in- vestigate the effect supermarket brand milk had on the supply chain, pricing and demand.
